I'd say when it best suits you, but mostly it depends on what you want to shoot. If you're into street photography, any time is a good time. If you want to capture a bustling market scene, the morning would be best. Early mornings are excellent if you wish to experience Rome without the crowds. Evenings are great for romantic sunsets, lifestyle photography.
