I'd say when it best suits you, but mostly it depends on what you want to shoot. If you're into street photography, any time is a good time. If you want to capture a bustling market scene, the morning would be best. Early mornings are excellent if you wish to experience Rome without the crowds. Evenings are great for romantic sunsets, lifestyle photography.
Zoom lenses are usually best, while prime lenses work great in low light photography. It's really down to what you have and what you want to capture.
